NEW DELHI: Under-19 World Cup hero Unmukt Chand has been allowed to continue his course provided he clears his backlogs in the current semester.

Chand has to clear his semester 1 and 2 backlogs in the third and fourth semester to continue his course at the prestigious St Stephen's College.

The Delhi University has made special provisions to allow St Stephen's College student Chand to go into the second year.

"University has made special provisions to allow Chand to go into the second year" said DU vice-chancellor Dinesh Singh.

The Indian captain, who scored a match-winning century in the final against Australia, was earlier detained by the college for lack of attendance.

Delhi University rules mandate a student to have at least 33.3 per cent attendance in an academic session after all exemptions, but 19-year-old Unmukt, a first year BA student of St Stephen's College, could not attend required number of classes owing to his cricketing engagements.

Paul Ryan said that college grads shouldn't have to live out their twenties in their childhood bedrooms. Paul Ryan is very good with language. I agree with him that college grads shouldn't have to be living at home but that doesn't mean they should move out either. I'm glad that the way he phrases his comment permits a choice. And I do understand that his rhetoric was directed at an economy that might give college grads a choice about choosing between launching and living on the street or out of the backseat of your car or staying home and having fresh socks and steady meals.? My complaint is that he employed a concept conceived in the sixties and is tainted with traces of the rebelliousness that initiated the decline in the traditional Americn family.? After all, as?the Vice Presidential choice of the Republicans, wouldn't you think that he would be talking about the family as the most important economic unit in a nation no matter what configuration that family unit has?

I think this whole idea of having to launch and specifying an ideal?particular age range to do so is more a product of the worldview of Baby Boomers from the rebellious sixties who rejected the values of the traditional home than one that can be applied historically and culturally as universal. That Ryan conceded to the construct might imply that his values too have been swayed by the influence of the relativity of American popular culture. For example, Asian, Mediterranean, and indigenous peoples consider the idea of launching itself as a kind of prefabrication of exported Americana. In fact, Ryan might be using the same rationale or argument that the sixties boomers used to leave home and commune with one another. At least he is appealing to the argument because the whole concept of having to launch is a non-traditional American value.

Putting that aside however, and speaking in terms of postmodern America, the authors of Not Quite Adults (2010) suggest the trend to launch later may actually be a good thing (Sue Shellenbarger, The Benefits of a Late Launch, WSJ Blog). I think its a mutual decision on when an adult child should leave the building. The expectant launching age depends on a number of factors. Also, the expectant launching age varies depending on country and culture. Countries and cultures that respect the elderly, also have a higher regard for youth, that is, where you find people caring for the elderly, you will find them caring for youth. Caring for might not be the right word. Attending to might be a better verb which connotes not only caring for but also showing an interest in.

Arianna Huffington made a good point in her video series Becoming Fearless about aging: "In a culture that values youth as much as ours does, time is public enemy number one. Every new wrinkle or gray hair can send fear shooting through us. I'm lucky enough to have come from Greece, a country that honors and reveres old age" (http://www.huffingtonpost.com/2012/08/28/arianna-on-aging_n_1834072.html). I believe what she means here is that we value the appearance of youth not necessarily the spirit of youth.

I feel that in America today, we value neither youth nor the elderly. If?it is deemed socially acceptable?to jettison our kids prematurely then why not ?help Mom and Pop arrive a little early to the afterlife. We have allowed schools, social service agencies, and law enforcement to usurp parental responsibility as we have relied on government, retirement communities, and nursing homes to assume our responsibilities as children to our parents. This had made us callous to both their needs. We have been dehumanized by a media that glorifies a youthful popular culture and by a culture of dependency and victimization that signals our youth that they are entitled to self-esteem and happiness without having to earn it. Unfortunately, it signals to parents as well that they are now liberated from having to teach their children the lessons of hard work. Just as adults today feel they should have it all and have it now; children are now entitled to all the cookies in the cookie jar and it just doesn't matter if it spoils their dinner because no one sits down to eat together anyway. This dehumanization is characterized by a bifurcation between the generations. We are not only being cut off from one another based on race as I have noted in previous posts in regard to Black youth and their perception of whiteness, but also based on age.

It was only two or three generations ago that women did not leave their parents' home until they were married and it was only two or three generations ago that men, particularly men raised in rural areas, lived in extended families in the same home or built homes on their parents' property. We sometimes forget the demographic of pre-World War II America where more than 50% of the population lived on subsistence farms. It wasn't until the mid-fifties that there was a great movement from the rural areas to suburbia and this coincided with the movement from urban areas to suburban areas. We don't hear very much about the influx of people from the rural areas to suburbia as we are so intent on speaking about White Flight from the cities.

So Paul Ryan's comments may have been cute and in reference to a sagging economy but they reflect a worldview that originated in the sixties and still remains at the heart of the counterculture implying a rejection of the home, family values, and parents. We were as a nation in far greater distress during the Depression of the thirties and no one worried about launching their children then or getting rid of Mom and Pop because they were an undeserved burden. In fact, children were of greater value then and were needed to work the farms. Old folks were depositories of wisdom handing down imortant skills and moral tales from the past. That we don't value this aspect of the family as a viable economic unit that ushers us through hard times is reflective of an age that does not value family.

Twin typhoons raise fears in disaster-prone NKorea

SEOUL, South Korea (AP) ? Twin typhoons are renewing fears of a humanitarian crisis in North Korea, where poor drainage, widespread deforestation and crumbling infrastructure can turn even a routine rainstorm into a catastrophic flood.

Typhoon Bolaven struck the North on Tuesday and Wednesday, submerging houses and roads, ruining thousands of acres of crops and triggering landslides that buried train tracks ? scenes that are all too familiar in this disaster-prone nation. A second major storm, Typhoon Tembin, pounded the Korean Peninsula with more rains Thursday.

The storms come as North Korea is still recovering from earlier floods that killed more than 170 people and destroyed thousands of homes. That in turn followed a springtime drought that was the worst in a century in some areas.

Some foreign aid groups contacted Thursday said they are standing by in Pyongyang, but had not received new requests for help from the North Korean government. They had little information on the extent of damage and were relying on reports from state media. The country's wariness toward the outside world, as well as a primitive rural road system, means aid may be slow arriving, if it is allowed to come at all.

"These fresh storms, coming just a few weeks after the serious flooding ? they do raise concerns because we see parts of the countryside battered again that have already been left in a vulnerable state," said Francis Markus, spokesman for the International Federation of Red Cross and Red Crescent Societies in East Asia.

However, the disaster relief group AmeriCares announced late Thursday that enough emergency antibiotics and medical supplies to treat 15,000 North Koreans would be airlifted to the country as early as this week in coordination with North Korean officials. Damage to 69 hospitals and clinics has left 700,000 North Koreans without access to health care at time when scores are fighting off the threat of infection while living in temporary shelters, the group said in a statement.

Tembin's strong winds and hard rain were pounding South Korea on Thursday, as residents of some cities waded through streets flooded with murky, knee-deep water. The national weather agency in Seoul said the storm would move off the peninsula's east coast and that some cities in North Korea would see severe weather conditions.

There were no deaths reported from Tembin. The earlier storm, Bolaven, left 20 people dead or missing in South Korea. It killed three people and left 3,300 people homeless in North Korea, the country's official media reported.

Downpours trigger landslides that barrel down the North's deforested mountains. For years, rural people have felled trees to grow crops and for firewood, leaving the landscape barren and heavily eroded. Rivers overflow, submerging crops, inundating roads and engulfing hamlets.

Since June, thousands have been left without clean water, electricity and access to food and other supplies. That leads to a risk of water-borne and respiratory diseases and malnutrition, aid workers say.

Because the North annually struggles to produce enough food from its rocky, mountainous landscape to feed its 24 million people, a poorly timed natural disaster can easily tip the country into crisis, like the famine in the 1990s that followed a similar succession of devastating storms.

A North Korean land management official acknowledged in an interview with The Associated Press that widespread deforestation and a lack of basic infrastructure have made the country vulnerable to the typhoons and storms that batter the peninsula each year.

"It's important for the future of our children to make our country rich and beautiful," Ri Song Il, director of external affairs for the Ministry of Land and Environmental Protection, said in June.

He said a campaign is under way to replenish forests, build highways and construct proper irrigation at the order of North Korea's new leader, Kim Jong Un. He held up a green pamphlet on land management that was the first official document Kim published after taking power from his father.

But it may be too little, too late, for this year's summer rains.

In Pyongyang, North Korea's showcase capital of grand monuments and broad boulevards, the rains have been little more than a nuisance for residents tromping about in rubber boots and umbrellas.

Outside the capital, it's a different story.

In villages without the luxury of paved roads, summer downpours have sliced through roadways and washed away bridges, all but cutting off already isolated communities from supplies, food and help.

Two weeks ago, AP journalists visited a flood-ravaged mining hamlet in South Phyongan province where gushing waters from an earlier storm swallowed a whole block of homes. The trip, a mere 40-mile (60-kilometer) drive northeast of Pyongyang, required a bumpy four-hour ride along rutted, muddy roads.

Along the way, workers piled stones along the roadside as a bulwark against landslides, but they were no match for the water rushing down mountainsides.

Villagers crouched in makeshift lean-tos and camped on the rubble where their houses once stood. They vowed to rebuild once the roads are restored and trucks can cart in cement. But there are concerns about how vulnerable their new homes would be if they rebuild at the foot of a mountain in the county of Songchon, which means "place where many waters come together."

North Korea has no clear long-term strategy to deal with disasters or climate change, the United Nations said in a report issued in June.

This year, North Korea is at a particularly dangerous juncture, said the Red Cross' Markus. Over the last two years, he said, "we've been seeing a gradual deterioration in the humanitarian situation."

The Red Cross works with villagers to prepare evacuation plans and other ways to protect themselves, their homes and their farmland in the event of a disaster, he said.

But severe weather remains an omnipresent threat, and poor infrastructure and massive deforestation are "a major factor in exacerbating these weather events," he said. "There's no doubt that the vulnerabilities in the countryside are considerable."

New approach needed to restore New England river herring

ScienceDaily (Aug. 29, 2012) ? Despite evidence from their recent study that populations of two river herring species are dangerously low, ecologists at the University of Massachusetts Amherst and Stony Brook University say removing dams and adding fishways can still revive alewife and blueback herring numbers in New England and help to restore a long-neglected natural link between marine and freshwater ecosystems.

Ecologists Adrian Jordaan at UMass Amherst, Michael Frisk at Stony Brook and lead author Carolyn Hall, an independent researcher, also say if numbers of these anadromous fish, which live in the ocean but spawn in fresh water, rebound it would be good news for their predators including striped bass, tuna, Atlantic salmon and cod -- all human dining favorites that are experiencing declines.

Current management of predator fish species in isolation isn't effective, the authors say. They call for a realignment of restoration goals to aid economically important fisheries and recognize the critical interdependence of ocean and freshwater ecosystems. Their work appears in a recent issue of the journal BioScience.

Jordaan says, "Our research does point to a really big deficit in these fish populations, but if we can agree on a restoration path, using fishways and some dam removal as is already happening now, we can alleviate many of the pressures on these fish. We're not going to fix it overnight, but if we continue forward with intelligent planning, if we can get river herring into the old ponds they used to spawn in, I think we could see a great deal of improvement."

Results of his study with Hall show that damming significantly altered the ecology of coastal waterways much earlier than previously suspected, by removing a huge reservoir of forage fish that the ecologists call a "key vector of marine-terrestrial nutrient exchange."

For this analysis, Hall, Jordaan and Frisk used a combination of harvest data and a fishery-independent habitat model using historical dam records to reconstruct for the first time a picture of fish populations in nine Maine rivers between 1600 and 1900. They figure cumulative lost fisheries production of 11 billion fish occurred from 1750 to 1900 due to dams, that is, fish lost to harvest. They also estimate the number of young fish missing from the system (not available to ocean predators) from a 95 percent loss of spawning habitat at 100 million in 1700, increasing to 1.4 billion fish per year by 1850.

Jordaan acknowledges, "Those are shocking new numbers for biologists to hear, but we were also surprised that the losses came so early. Our numbers show the rate of damming and its impact was dramatic. We didn't expect to see it happening at this magnitude by 1850."

Among other techniques, the researchers identified the location of catches to show how the range shrank throughout Maine. As dams went into major rivers, the catch moved into smaller and smaller watersheds. Jordaan says, "If these nine rivers had been left completely unobstructed, they would have produced the numbers of fish caught in the entire United States in the 1950s. Our study puts it all in real terms. Within the overall perspective of the eastern United States, the loss is overwhelming."

Of course, damming the major rivers of New England fueled the industrial revolution in the United States, making it a world power, "but it came at a cost, and we're paying it now," he adds.

When fish populations are at low abundance as they are now, fish are less able to meet environmental challenges such as climate change and pollution. The current low production capacity of these fish is "coming back to haunt us," he adds. "We harvest too many alewife and blueback herring. That's where we are now, and New England is viewed as having the healthiest populations of these fish. But we have only a small fraction of habitat left, and we see climate change beginning to have an effect."

The authors say another aspect of the study that should not be lost on fishery managers, ecologists and waterway planners is that forage fish link phytoplankton in the ocean to our dinner tables, and their role in the ecosystem has been gravely undervalued.

"We feel these species represent a lost connection between marine and freshwater systems that is more important than the numbers," explains Jordaan. "The modern science of ecology grew up after all these changes had already occurred. So we've failed to appreciate how interconnected the marine and freshwater systems were in pre-colonial times. We can't appreciate its significance for a whole range of factors."

Their conclusions serve as a cautionary tale, the authors point out, for planners in China, Laos and Cambodia, where engineers are on the verge of constructing 200 new dams, 11 of them main stem, on the Mekong River. It is the second most biodiverse freshwater system and host to the world's most productive inland fisheries in the world.

"Losing the connections and ecosystem services provided by anadromous species will have lasting, ecosystem-wide impacts that may not be compensated through fish passage technology," they say.

This research was funded by a Mia J. Tegner Memorial Research Grant and the National Oceanic and Atmospheric Administration.

Early Isaac losses muted compared with other storms

(Reuters) - Hurricane Isaac has caused up to $1 billion in economic losses for offshore energy properties and up to $1.5 billion in insured losses onshore in Louisiana and neighboring states, disaster modeler Eqecat said on Wednesday.

While the estimates are early and likely to rise, they suggest that Isaac, now downgraded to a tropical storm, will ultimately be a much less damaging storm than 2005's Hurricane Katrina, a larger and more powerful cyclone that hit the same region.

A fuller loss picture was expected later on Wednesday and into early Thursday as Isaac passes over New Orleans and Baton Rouge, Louisiana. Scientists warned there was still plenty of room for more damage to develop.

"The storm is not even over, the storm has not moved away from Louisiana yet, we haven't seen all it's going to dish up," said Michael Kistler, a director at RMS, another of the major disaster modeling firms.

Shares in major insurers were little moved in midday trading, as analysts and ratings agencies said it appeared Isaac would have little to no impact on the industry.

Eqecat, like RMS a modeler whose software is used by the insurance industry, said the offshore losses were in the range of $500 million to $1 billion. Those are economic losses, however, which are as a rule higher than insured losses. The insured figure is due later on Wednesday.

Onshore, where insured estimates are already available, losses are in a range of $500 million to $1.5 billion, the firm said. That estimate covers property losses and business interruption policies as well as energy production.

If the early trends hold, Isaac would not crack the top-10 list of worst hurricanes by inflation-adjusted losses. Last year's Hurricane Irene, which is 10th on that list, caused about $4.3 billion in losses.

Eqecat peer AIR Worldwide is expected to release its own loss estimate in the next day or so. The two firms often differ in their estimates.

"Because it slowed down and kind of stalled, the winds and the rain impacting New Orleans are going to last a lot longer than they would have had the storm just progressed inland," AIR principal scientist Tim Doggett said of Isaac in an interview. "That's going to impact our losses that we'll see."

SURGE DAMAGE

Some coastal areas have seen more than 10 feet of storm surge from Isaac -- the water that a tropical cyclone pushes forward as it comes on land -- according to the latest National Hurricane Center estimates. Storm surge caused more than $21 billion in losses when Katrina hit seven years ago to the day.

Even well inland, as far north as Indiana by some projections, heavy rains are likely in coming days. The rains will be too late to save crops that may have experienced $20 billion in insured damage from a punishing drought.

Along the Gulf Coast, the most exposed insurers include State Farm, Allstate Corp and Southern Farm Bureau on the residential side, and Travelers, Zurich and CNA on the commercial side.

After last year's record-breaking losses from severe tornadoes, those insurers and their peers have had a much quieter 2012, leaving them better prepared financially for this year's hurricane season.

A spokeswoman for State Farm, which has more than 21 percent of all auto and homeowners' policies in Louisiana, Alabama and Mississippi, said the insurer had teams in place to begin the claims process but that it was too early for any hard data on claim volumes.

European reinsurers, which would suffer some of the biggest losses in a major natural disaster, were reacting calmly to Isaac thus far. Reinsurers Munich Re and Hannover Re said it was too early to estimate possible damage.

"We are relaxed about it," said one reinsurance source, who asked not to be named.

What does it take to be a gay Republican? For one thing, a long view

For gay Republicans ? a distinct minority whose numbers and visibility are nonetheless growing steadily ? their party?s position on issues personally close to home has not prevented them from supporting the Romney-Ryan ticket.

For now, it seems, the definition of marriage held to by Mitt Romney and Paul Ryan and chiseled into the GOP platform ? one man and one woman ? takes a back seat to economic recovery and job creation.

?I?m very happy to support Mitt Romney so we can get the country back on the path to prosperity,? says Michael Carr, a young (32), gay businessman who?s running for the state senate in Colorado. ?We care about social issues too, but we have to prioritize.?

Although the party platform ? reflecting the political clout of religious conservatives who dominate the party on most social issues ? calls for a constitutional amendment effectively outlawing same-sex marriage (and even rejected a motion to approve civil unions), gay political leaders say they feel very much at home here.

?We?ve been extremely welcome,? says R. Clarke Cooper, executive director of Log Cabin Republicans, the national group that actively lobbies for gay rights and like-minded candidates. ?The Republican National Committee, the delegates, the staff have all gone out of their way to make us welcome.?

Mr. Cooper is typical of what many see as a new generation of conservatives who happen to be gay: Young (40), an Iraq War combat veteran (Army captain and intelligence officer), who says, ?We really need to have the party focus on its core ? individual liberties, the size of government, tax reform, and national security.?

At the same time, he and others in Tampa see a party that?s shifting on social issues ? especially those including individual liberties related to sexual orientation.

Of the 17 House races his organization worked on in 2010, says Cooper, 12 went for the candidate considered friendly to the cause.

He points out that it was a Republican lawmaker in the US Senate ? Susan Collins of Maine ? who championed repeal of the military?s ?don?t ask, don?t tell? policy banning openly-gay service members. Another Republican, Rep. Ileana Ros-Lehtinen of Florida, is a lead sponsor of a bill to repeal the Defense of Marriage Act (DOMA), which defines marriage as the legal union of one man and one woman.

Just as President Obama and Vice-president Biden did recently on same-sex marriage ? an issue former vice-president Dick Cheney (one of whose daughters is a lesbian) has supported for years ? Cooper and others see the inevitability of a more open attitude among Republicans. Public opinion polls in recent years now show a majority of Americans ? even larger majorities of younger voters ? approving gay marriage.

?I look at myself as a force for change in the GOP,? says Mr. Carr, the state senate candidate in Denver. ?The party?s changing, the demographics are changing.?

Though they say they hold to the traditional definition of marriage, both House Majority Leader Eric Cantor (R) of Virginia and Republican National Committee Chairman Reince Priebus call for theirs to be a ?party of inclusion.? There?s a sense among at least some gay rights advocates that this signals more than racial and ethnic minorities.

Meanwhile, the Washington Post reported recently, some wealthy Republicans (including billionaire hedge fund manager Paul Singer) have begun donating to groups backing marriage rights for gay men and lesbians as well as to the Romney campaign and other GOP causes.

?The strong support that we?re getting from members of both parties indicates that this has become a mainstream American cause,? Marc Solomon, national campaign director for Freedom to Marry, told the Washington Post. ?This is not the same wedge issue that it was eight years ago.?

But for now, gay Republicans supporting the Romney-Ryan ticket in essence say, ?It?s the economy, stupid.?

?Financial freedom counts more than anything else,? says Luis Caballero, a gay real estate appraiser from Miami, who came to Tampa for his party?s convention.

The economy has had a severe impact on Mr. Caballero?s business, and he knows many people who have lost their jobs or homes.

It?s a situation that makes it difficult to advocate for gay rights to the exclusion of the economy, he says, adding: ?You don?t have to be a progressive or a socialist to be gay anymore.?

Getting Started With NeatCloud
To reach NeatCloud, you can log in through the website, where you'll see a very simple and self-explanatory dashboard (see the slideshow). NeatClouds opens with two buttons along the top, import and report, and three icons in a left rail below: Inbox, My Cabinet, and Trash.

The Inbox is pre-populated with four folders, all of which indicate a different method for uploading documents, such as "From Email," "From NeatMobile," and "From NeatScan," which refers to scanners that The Neat Company also sells (not tested for this review).

The area called My Cabinet houses additional folders and subfolders that you can set up and easily change at any time. I used NeatCloud to catalog my home possessions and homeowner paperwork so that I would have a backup of them in the event of a disaster, and I liked that the Cabinet space gave me complete control and flexibility. I named folders how I wanted and could edit them at the touch of a button, which was crucial in setting up a digital filing cabinet for the first time. Often, you don't know what organizational structure you need until you start making one and revising it, working by trial and error.

When I was ready to populate my folders, I found the Action button on the right side of the dashboard and the option to create item: receipt, document, or contact.

The receipt option is straightforward, with thirteen fields for various bits of relevant information, including vendor, expense category, date, payment type, and even a drop-down menu with tax categories and form names for the U.S. and Canada. It's never a requirement to fill in certain fields, which I appreciated. You can fill in as little or as much as you need, and you can edit the entry later, too.

Cowboys have guidelines in place for Dez Bryant

IRVING, Texas (AP) ? The Dallas Cowboys are trying to provide some guidance for Dez Bryant, the talented young receiver who has had issues off the field.

Coach Jason Garrett wouldn't go into specifics Monday or describe potential discipline for not abiding by the rules, but he said the Cowboys (No. 15 in AP Pro32) want to support Bryant and his family.

"What we've tried to do is come up with a plan for Dez like we would for any player who we feel like needs our support, and help him be his best as a player and as a person," Garrett said. "And the accountability factor is an important part of that with him and with anybody on our football team."

According to numerous reports, Bryant will attend weekly counseling sessions, have a full-time security team and not be allowed to consume alcohol or attend strip clubs. The security members will drive Bryant to team functions, including practices and games, and the receiver will also be subject to a curfew.

Bryant was arrested in July for allegedly assaulting his mother, who has since said she doesn't want authorities to pursue charges against him. The Dallas County district attorney's office has yet to make a decision about misdemeanor family violence charges.

There is still the chance that the NFL could discipline Bryant, who is going into his third season with the Cowboys.

NFL spokesman Greg Aiello told The Associated Press in an email Monday that the league "will review the facts once the case is resolved by the court." He said the team's guidelines for Bryant will have nothing to do with league discipline.

"We're going to control what we can control as an organization, and Dez has done everything that we've asked him to do up to this point both on and off the football field," Garrett said. "Any decision about that is out of our control."

Despite other off-the-field issues in the past, Bryant was having a solid offseason until his arrest two weeks before the start of training camp. Bryant's adviser, David Wells, and the player's attorney, Royce West, didn't return messages to the AP.

"We have some things in place and we are still in the process of working out the rest," Wells told the Fort Worth Star-Telegram in a story published Monday. "We are all working together to accomplish some things to help him succeed."

Bryant hasn't been available to speak to reporters since the start of training camp because of his pending legal issues. He didn't talk in the locker room after practice Monday.

In 2008, the Cowboys had a security detail in place for Adam "Pacman" Jones, who had missed all of the previous season with Tennessee and was coming off a 17-month NFL suspension because of repeated legal troubles. Six weeks after being reinstated by the NFL, Jones was involved in an alcohol-related scuffle with one of his bodyguards at a private party in Dallas and was suspended for six games. He was cut by the Cowboys after the season.

Cowboys owner Jerry Jones waited a couple of weeks after Bryant was arrested, and a couple of days after the team got to California for training camp, to talk with Bryant. The owner, who called it a serious situation, said he was disappointed and didn't want to be emotional when talking to Bryant.

Jones said then that Bryant had already been involved in the team's counseling program.

Bryant surrendered to authorities July 16, two days after his mother, Angela, made a 911 call about the alleged assault. The 23-year-old receiver is only 14 years younger than she is.

There had been some trouble for Bryant even before the Cowboys drafted Bryant with the 24th overall pick in 2010.

Bryant missed nearly his entire last college season at Oklahoma State because of an NCAA suspension for lying about having dinner with Deion Sanders. He ran up hundreds of thousands of dollars in bills on game tickets and jewelry, and was sued by people who said they were creditors.

Last year, he was kicked out of an upscale Dallas mall for wearing sagging pants. In January, he was reportedly involved in a fight with the rapper Lil Wayne at a Miami nightclub.

Bryant said during the offseason that he was spending more time with the playbook, watching more film and concentrating on his conditioning. There were no issues until the incident with his mother, and haven't been any known problems since then.

During the early portion of practice Monday open to reporters, Bryant was initially catching some passes from backup quarterback Rudy Carpenter. Bryant, who has been dealing with right knee tendinitis, then did some rehab work with a trainer alongside tight end Jason Witten (spleen).

Bryant and the most of the Cowboys starters aren't expected to play in Wednesday night's preseason finale against Miami. That comes a week before their regular-season opener at the defending Super Bowl champion New York Giants.

Teammate Marcus Spears said the guidelines were between Bryant and team ownership, but that he was "pretty sure" they were on the same page.

"Whatever they're doing, they're doing the right things," backup quarterback Kyle Orton said. "He's a special player. He's one of those guys, you find ways to get him the ball. ... You want to give him a lot of touches because one of those touches is going to be a special play, and there's very few of those guys around."

Hamas declines invite to Iran summit, citing Palestinian unity

GAZA (Reuters) - The Hamas Islamist government in Gaza said it had declined an invitation to a meeting of 120 developing nations in Tehran this week, heading off a potential confrontation with rival Palestinian leaders in the West Bank.

Ismail Haniyeh, Hamas's leader in Gaza, had accepted the invite over the weekend but backtracked on Sunday "in order that the participation would not be an introduction to deepening a Palestinian, Arab and Muslim division over the Palestinian cause," said spokesman Taher al-Nono.

Iran's call for Hamas to attend the annual Non-Aligned Movement conference had infuriated the Western-backed Palestinian Authority (PA), which sees itself as the sole legitimate representative of all Palestinians.

PA leader President Mahmoud Abbas has been at loggerheads with Hamas since his forces lost control of Gaza in a brief 2007 war with the Islamist movement. He has since governed only in the occupied West Bank.

Abbas had also accepted an invitation to the conference. But his aides had earlier mulled cancelling the trip if Haniyeh attended.

"We won't allow Palestinian representation to be ripped up - we won't allow anyone to do this," Abbas told a cheering crowd at a civic event in the West Bank capital of Ramallah earlier on Sunday.

"We are capable of looking after ourselves and our dignity, and we want unity and want to return to this unity," he added.

The Non-Aligned Movement conference, a grouping of developing nations founded during the Cold War, has emerged from obscurity with this year's summit - largely thanks to the fact that its revolving leadership has passed to Iran.

Iran hopes to earn diplomatic kudos by hosting the summit from August 29-31 at a time when the West is seeking to cripple its economy and isolate it diplomatically over its disputed nuclear program.

Israel and the United States have already exhorted U.N. Secretary-General Ban Ki-moon to cancel his planned attendance because of Iran's involvement.

Egypt, last year's chair of the organization, will be represented by newly-elected president Mohamed Mursi. His Islamist affinity with Hamas along with rising militancy in the Sinai peninsula adjoining Israel has strained Egyptian-Israeli relations.

Vin Scully To Return To Dodgers Broadcast Booth In 2013 For 64th Season With Club

LOS ANGELES -- Vin Scully is sticking around another season to broadcast Los Angeles Dodgers games.

The 84-year-old Hall of Fame broadcaster will return for a record 64th season in 2013. Scully will call all Dodgers home and road games in California and Arizona.

Scully said Sunday that the team's new ownership has "revitalized the city, the team, the fans and myself." He says he's so convinced of the new owners' "great purpose and leadership" that he eagerly looks forward to joining them in pursuit of the team's first World Series title since 1988.

The Dodgers say Scully's tenure is the longest of any broadcaster with any team. He calls all nine innings of the team's TV broadcasts, while the first three innings of each of his games are simulcast on radio.

Dodgers chairman and owner Mark Walter says Scully's return for another season "means a great deal to all of us."

Scully began his professional baseball broadcasting career in 1950 with the Brooklyn Dodgers. He has called three perfect games, 25 no-hitters, 25 World Series and 12 All-Star games.

Martin Skrtel gave Liverpool the lead with a powerful header from a Steven Gerrard corner in a first half in which Brendan Rodgers' team edged the defending champions.

Yaya Toure equalized for Roberto Mancini's side in the 63rd after Pepe Reina failed to claim a cross that Martin Kelly could not control, allowing Toure to finish from close range.

Luis Suarez restored Liverpool's lead with a perfectly executed low free kick into the corner of Joe Hart's goal.

Chrysler's Ram 1500 pickup truck relying on fuel economy, price

(Reuters) - Chrysler Group LLC is betting that better fuel economy and a moderate 1 percent increase in price from last year's models will help its line of 2013 Ram 1500 pickup trucks gain ground on industry leaders from Ford and Chevrolet.

The first redesign since 2009 for the biggest-selling vehicle in the Chrysler lineup has led to a pickup truck with more technology and less weight to go along with the usual pickup truck marketing features of power and towing ability, analysts who have driven the new Ram 1500 said.

The Ram 1500 goes on sale in the United States in October.

The starting price will be $23,585, including destination charges, Chrysler said on Friday. The highest-priced version in the Ram 1500 lineup will be a four-wheel-drive "Laramie Longhorn" crew cab at $48,415, including destination charges.

Chrysler, majority-owned by Italy's Fiat SpA , won't be able to topple the top-selling Ford Motor Co F-150 or the No. 2 General Motors Co Chevrolet Silverado in U.S. sales, but this improved Ram offering may narrow the gap, said analysts.

Edmunds.com director of vehicle testing, Dan Edmunds, said the Ram 1500, even an improved offering, faces an uphill battle against Ford and GM because pickup truck customers have fierce brand loyalty.

"There's definitely some technical benefits and there's some real benefits to the customer," Edmunds said. "They've got a good solid product here. The question is - does it overcome years of brand loyalty? That's hard to say."

Sales of the current 2012 versions of the Ram pickup trucks rose 23 percent this year through July in the United States, U.S. market, compared with a 12 percent rise for Ford F-Series pickup sales and a 3.5 percent gain for the Silverado pickups.

Still, Ford's pickup trucks made up 39 percent of the lucrative U.S. full-size pickup truck market, followed by 37 percent for GM's versions including the Silverado and the GMC Sierra, and 16.5 percent for Ram pickup trucks.

The GM total combines a 26 percent full-size pickup truck share of the Silverado and the 10 percent share of the Sierra.

The Ram 1500 "is not going to be a class leader in terms of sales volumes and Chrysler knows that," said Aaron Bragman, autos analyst with IHS Automotive. "They don't even have the capacity to do that. What they are is an alternative.

"Chrysler's goal is not to have a segment leader. It's goal is to make quite a bit of money, as all pickups do, and it does that quite well," said Bragman.

Pickup trucks have wider profit margins than do smaller vehicles, which makes the Ram 1500 an important product for Chrysler. Without Chrysler's profits, almost all from North America, parent Fiat would have shown a loss in the second quarter.

FUEL ECONOMY

Fuel economy, because of higher gasoline prices, has become a bigger factor for consumers when selecting a pickup truck in the past few years, said Bob Hegbloom, director of Ram Trucks for Chrysler.

So the Ram Truck brand and Chrysler will emphasize the version with a 3.6-liter, V6 engine and 8-speed automatic transmission that can get 17 miles per gallon of gasoline in the city and 25 mpg on the highway, Hegbloom said, citing estimates by the U.S. Environmental Protection Agency.

The primary model of the Ram 1500 lineup, the 4.7-liter with a V8 engine and a 6-speed automatic will get 14 mpg in the city and 20 mpg on the highway.

The 3.6-liter version of the Ram 1500 with the 8-speed transmission will surpass the upcoming 2013 Ford F-150 pickup truck with a 3.7-liter V6 engine, which gets 17 mpg in the city and 23 mpg on the highway, according to Ford.

GM's 2013 Chevrolet Silverado has a version of that truck with a 5.3-liter, V8 engine that can get 15 mpg in the city and 22 mpg on the highway.

8 worst Windows 8 annoyances; how to fix them

All new?operating systems have a learning curve, but due to its unique blend of new and old interfaces, Windows 8?s is particularly steep. Whether it?s a menu system that forces you change screens to launch an app or a pair of dueling control panels that each contain different settings, you often have to work harder to perform the same tasks as in Windows 7. Though you can?t solve all these issues on your own ? the Start button is gone for good ? you can make the most of Windows 8 with these tips.

1. No more Start menu

Multitasking in Windows 8 is like dating Sybil. Because there's no more Start menu, users are encouraged to leave the desktop environment and go to the Modern UI Start screen, just to launch other desktop apps that take you right back to the desktop. Not only does switching screens take more time than simply launching a menu, it takes you out of context by pushing your work in the first application off-screen, making it easy to lose track of what you were doing.

Fortunately, there are several ways to avoid going through the Start screen to launch desktop apps. You can install a third-party Start menu, create keyboard shortcuts or pin applications to the taskbar.

2. Switcher Groups All Desktop Apps Into Just One Thumbnail

If?you want proof that desktop applications are second-class citizens in Windows 8, look no further than the Switcher menu where you'll find separate thumbnails for all of your open Windows 8 applications. The entire desktop gets just one thumbnail, though, no matter how many different programs are running on it.

Sometimes it seems like Windows 8 was designed to make orthopedists rich, because the new OS asks PC users to perform so many unnecessary clicks and mouse gestures. The most blatant waste of time and muscle movement is caused by the cutesy lock screen that you must close by either dragging it offscreen or clicking on it (the faster method) every time you boot or wake your computer.

Tablet users may like to see the weather and time when their devices are inactive, but on PCs, the display is nothing more than a giant roadblock that stands between you and your login prompt.

Fortunately, you can make the lock screen disappear permanently. Just enable the "Do not display lock screen" setting in the under Computer Configuration > Administrative Tools > Control Panel > Personalization in the Local Group Policy editor.

4. The Power Button is One Gesture and Three Clicks Away

Since Microsoft designed Windows 8 with the world of always-on tablets in mind, the company thinks you'll need to shut down and restart so rarely that these functions are buried in the menu structure. In Windows 7, the Shut Down button is displayed prominently on the Start menu, whereas in Windows 8, the suggested method is to pull out the Charms menu, click the Settings charm, click the Power button and then select Shut Down from a menu.

If you don't have time and shoulder muscles to waste, you can create your own shortcuts for both the Shut Down and Restart functions. Just assign the shortcuts to the command-line commands "shutdown /s /t 0" (shutdown) and "shutdown /r /t 0" (restart), respectively. Be sure to pin these shortcuts to the Start screen and taskbar for easy access.

5. Windows Mail Doesn't Support POP Accounts

Many ISPs give users POP email accounts, but Windows 8's built-in mail app not only doesn't support POP connections, it actively disses POP users. The first time you open Windows Mail, if the program doesn't recognize your login email address as Outlook or Hotmail.com, it asks you if that address is POP, IMAP or Exchange. If you select POP, it rudely tells you that Mail doesn't support POP3 accounts and that you should get an IMAP or Exchange account instead.

You can, of course, use a different mail client, but if you want to stick with Windows Mail there's a simple solution. Set up your Outlook.com, Hotmail or Gmail account to check your POP mail and then add that account to Windows Mail. In Outlook.com, the option to send/receive mail from a POP account is listed under the More Mail Settings menu.

6. Secondary Users Cannot Install Applications

One of Windows 8's selling points is its ability to handle multiple users. However, when you add users to your Windows 8 device, by default they aren't given permission to install desktop software on their own. Though they can install Windows 8 Metro-style apps to their heart's content, secondary users are asked for an administrator's password as soon as they launch a desktop installer.

Even after an administrator enters his or her password, Windows 8 installs the program but, in our experience, fails to put a shortcut on the secondary user's desktop, on the Start screen or on the All Apps menu. The only way for the secondary user to launch his new app is to find its .exe file in the Program Files folder and create a shortcut from that. Don't try that at home.

Fortunately, it's fairly easy to grant administrative privileges to a secondary user, provided that you know which menu to use. After adding a user in the PC settings menu, go into the desktop control panel and click Manage Another Account, select the name of the new account and then click Change Account Type and select Administrator from the menu.

7. Tablet Users Need to Enter the Desktop for Key Functions

Though Microsoft focused the Modern UI on touch, it still forces users back to the desktop for such basic operations as file management and controlling the screen resolution or the user permissions (see annoyance #6). So any time a tablet user attaches a USB flash drive and wants to copy files from it, he will need to use Windows Explorer on the desktop.

Microsoft should have made all of its built-in apps ?? especially Windows Explorer and Control Panel ?? work in Modern UI, but tablet users can address this problem by making the icons on their desktop as large and finger-friendly as possible. Simply right click on the desktop, select Screen Resolution, click "Make text and other items larger or smaller" and adjust as necessary.

8. ?Bing Search App Opens Results in Another App

With its vibrant photographs of landscapes and its image-heavy tile results, Microsoft's built-in Bing Search app provides a more attractive interface for performing Web searches than you'll find elsewhere. Unfortunately, behind the attractive facade lurks a really annoying usability problem. When you see a result you like and click on it, the Bing app sends you to Internet Explorer to view the page.

Since both Bing and IE 10 run fullscreen, some users may not notice that they have switched apps, so they'll be really confused when they hit the back button in the browser, only to find out that it does not return them to the list of Bing results. To get back where they came from, users will have to switch back to the Bing app.

The easy way to avoid this problem is to pin the Bing (or Google) websites to your Start screen and use the browser, rather than the Bing app, for all your searching needs. If you feel compelled to use the dedicated Bing app, you can dock it to the right so you can see your list of results on the side of the screen while Internet Explorer takes up most of the space.
