WeeksMD ? Stem cells and colon cancer. Ask your oncologist.

?Vanderbilt-Ingram Cancer Center?researchers have identified a new population of intestinal?stem cells?that may hold clues to the origin ofcolorectal cancer.

This new stem cell population, reported March 30 in the journal?Cell, appears to be relatively quiescent (inactive) ? in contrast to the recent discovery of intestinal stem cells that multiply rapidly ? and is marked by a protein,?Lrig1, that may act as a ?brake? on?cell growth?and proliferation.

The researchers have also developed a new and clinically relevant mouse model of colorectal cancer that investigators can now use to better understand where and how the disease arises, as well as for probing new therapeutic targets.

Colorectal cancer is the second leading cause of cancer deaths in theUnited States. These tumors are thought to arise from a series of mutations in intestinal stem cells, which are long-lived, self-renewing cells that gives rise to all cell types in the intestinal tract.

For more than 30 years, scientists believed that intestinal stem cells were primarily quiescent, proliferating only rarely in order to protect the tissue against cancer. Then, in 2007, researchers reported finding a population of intestinal stem cells (marked by the molecule Lgr5) that were highly proliferative.

Those findings ?really changed the way we think about intestinal stem cells,? said Robert Coffey Jr., M.D., Ingram Professor of Cancer Research, co-chair of Vanderbilt?s Epithelial Biology Center and senior author on the study.

?It came to so dominate the field that it raised the question about whether quiescent stem cells even exist?and that?s where we enter into the picture.?

Coffey?s lab studies the epidermal growth factor (EGF) signaling pathway ? which includes a family of receptors known as ErbBs ? and its role in cancers of epithelial tissues, like the intestinal tract.

Postdoctoral fellow Anne Powell, Ph.D., led the recent experiments showing that Lrig1, a molecule that regulatesErbB?activity, is present in intestinal cells that have the qualities of stem cells (self-renewal, and the ability to produce all the cells of the intestine).

?Essentially, what we show is that the Lrig1-expressing cells are stem cells and they are largely quiescent,? Powell said. ?We also show that they?re distinct from the Lgr5-expressing stem cells that had become a sort of ?hallmark? stem cell population?with different gene expression profiles and different proliferative status.?

They also showed that Lrig1 is not only a marker of intestinal stem cells, but also acts as a tumor suppressor and inhibits the growth and proliferative signals of the ErbB family ? acting as a sort of ?brake? on cell proliferation that can lead to cancer.

Postdoctoral fellow Yang Wang, Ph.D., eliminated Lrig1 in mice and showed that nearly all of those mice developed intestinal tumors, providing further evidence suggesting that Lrig1 functions as a tumor suppressor.

The findings underscore the importance of ErbB signaling in the behavior of intestinal stem cells from which colorectal cancer may arise.

Most exciting, said Coffey, is that the mouse model his lab has generated as a part of these studies is one of the only mouse models to develop tumors in the section of the intestines where most human tumors develop: the colon.

One additional advantage of this model, in contrast to others, is that the tumors develop quickly and can be easily monitored with endoscopy, which will make it easier to assess how therapeutic interventions are working.

?We are fairly confident that this will be the ?go-to? model to study colon cancer in mice for the foreseeable future,? Coffey said.

WHAT HAPPENED:

GINGRICH TURNAROUND: Newt Gingrich acknowledged what has become increasingly clear: Mitt Romney is the likely GOP presidential nominee. The former House speaker told Milwaukee radio station WTMJ that he thinks Romney "is clearly the front-runner" and "will probably" get the 1,144 convention delegates he needs to win. Still, Gingrich has refused to leave the race, despite letting go a third of his staff and curtailing his campaign appearances. He said earlier this week that he would continue to campaign until Romney gets those delegates.

RYAN FOR ROMNEY: It's been a good week of endorsements for Romney. The latest GOP figure to endorse him this week is Wisconsin Rep. Paul Ryan, chairman of the House Budget Committee. Ryan announced his endorsement days before Wisconsin Republicans vote in their state's primary, saying he's convinced that Romney "has the skills, the tenacity and the courage" to lead the party in the race against Obama. Ryan's public show of support follows endorsements from former President George H.W. Bush, Florida Sen. Marco Rubio and Utah Sen. Mike Lee. Ryan campaigned with Romney in Wisconsin on Friday. They've scheduled additional joint appearances in the state for Saturday.

GAY MARRIAGE JAM: President Barack Obama could find himself in an election-year bind on gay marriage, pressured by supporters who want him to come out for same-sex marriage but fearful of the political perils of igniting an explosive social issue during the campaign. Gay rights advocates and people close to the president suggest it's no longer a question of if, but rather a question of when Obama will have his own coming out. He has said his views on gay marriage are "evolving."

ROMNEY: Romney once again defended his personal wealth, which has come under renewed attack from Democrats trying to portray him as out of touch with most people. Romney is a former businessman worth up to $250 million who would be among the richest U.S. presidents, if elected. He told a campaign audience in Wisconsin that continued attacks on success would have one outcome ? "a lot less success." Obama's re-election campaign is pushing Romney to release many years of income tax returns dating to his career at the Boston-based private equity firm that helped him become wealthy. Romney's opponents for the GOP nomination, Rick Santorum and Newt Gingrich, have also talked about his difficulty "connecting" and have pressed to see a more complete set of his tax returns.

SANTORUM: Santorum says Republicans won't win the presidency by nominating a candidate who jokes about firing people. Santorum was referring to Romney's joke this week in Wisconsin about his father George, the former chairman of American Motors, who closed a factory in Michigan and moved production to Wisconsin. Santorum suggested the quip is more evidence that Romney doesn't understand working people's struggles.

GINGRICH-THEN AND NOW:

Gingrich's comment that Romney "is clearly the front-runner" represented a turnaround from his comments after Romney's third-place finishes in the nominating contests in Alabama and Mississippi on March 13.

I spend a lot of time marketing my business. To be heard over the ?online noise? and reach a lot of relevant people throughout the world is a trying challenge. It requires much more than banner ads and press releases.

Turn the Switch On

While I am learning about all the things that possibly work with online marketing, it seems that doing things ?well? require me to be creative at all times.? However, every once in a while, a lot of us get the ?creative-block.? Or is it just me? Here are a few things that I do, to get inspiring ideas that move the dial:

Overcoming Writer?s Block

A lot of us write online ? on our own blog or guest posts, business or personal. I am writing this article right now, I write product updates on my own blog and emails communicating what we do, to prospective customers and partners. However, I often stop writing when I do not have fresh thoughts. I envy folks that can produce words and articles on demand.

To overcome this, I came up with ?story-telling? my thoughts. If I am thinking about a topic or a discussion or my product ? I start writing a story around it. The best part about this is that it is honest. It requires no superficial effort to come up with dangling thoughts. The story will be a free-flow form of writing and you can extract the facts from it to write a more concise post.

Overcoming Analytics

While it is great to have access to where all your website visitors come from, it can be very frustrating when a good part of them fall under ?direct? traffic. This means that they came to your site by typing your company URL or feeding your company name into Google. Hence, you do not know for sure where they heard about you or what source, referral or marketing activity worked. You could try asking them during a signup form, but usually that field has to be optional.

You have to use some broad-brush approach to carry on all the wonderful things you are doing for marketing. Check the day?s or week?s traffic and if there is a spike, try to understand what happened during that period. Did an article or review on your company get published?

The point is you cannot stop doing something which will give you consistent, long-term results just because you do not see traffic coming from that activity in real-time. There are word of mouth and gradual brand building efforts, which I have seen grow to a formidable number in our business.

Overcoming Rejection

You are doing content marketing and high energy social media stuff. Now what? Maybe a channel partner would really make an instrumental difference. You reach out to a few suitable partners and let them know how awesome you are. Some may respond or initially you may get nothing.

You need to keep reiterating on what kinds of incentives make sense for different partners. Additionally, some of these partners may respond to you when you have more traction or frequent press. Reinventing and improving your proposals is not only going to land you good channel partners eventually, but also teach you more about your industry and product. While pursuing such initiatives, the creative aspect is in thinking of how you can help others. People will help you grow, if you can help them grow as well.

Justices meet Friday to vote on health care case

WASHINGTON (AP) ? While the rest of us have to wait until June, the justices of the Supreme Court will know the likely outcome of the historic health care case by the time they go home this weekend.

After months of anticipation, thousands of pages of briefs and more than six hours of arguments, the justices will vote on the fate of President Barack Obama's health care overhaul in under an hour Friday morning. They will meet in a wood-paneled conference room on the court's main floor. No one else will be present.

In the weeks after this meeting, individual votes can change. Even who wins can change, as the justices read each other's draft opinions and dissents.

But Friday's vote, which each justice probably will record and many will keep for posterity, will be followed soon after by the assignment of a single justice to write a majority opinion, or in a case this complex, perhaps two or more justices to tackle different issues. That's where the hard work begins, with the clock ticking toward the end of the court's work in early summer.

The late William Rehnquist, who was chief justice for nearly 19 years, has written that the court's conference "is not a bull session in which off-the-cuff reactions are traded." Instead, he said, votes are cast, one by one in order of seniority.

The Friday conference also is not a debate, says Brian Fitzpatrick, a Vanderbilt University law professor who worked for Justice Antonin Scalia 10 years ago. There will be plenty of time for the back-and-forth in dueling opinions that could follow.

"There's not a whole lot of give and take at the conference. They say, 'This is how I'm going to vote' and give a few sentences," Fitzpatrick said.

It will be the first time the justices gather as a group to discuss the case. Even they do not always know what the others are thinking when they enter the conference room adjacent to Chief Justice John Roberts' office.

By custom, they shake hands. Then Roberts will take his seat at the head of a rectangular table. Scalia, the longest serving among them, will be at the other end. The other seven justices also sit according to seniority, the four most junior on one side across from the other three.

"They generally find out how the votes line up at the conference," said Orin Kerr, a George Washington University law professor who worked for Justice Anthony Kennedy nine years ago.

The uncertainty may be especially pronounced in this case, where the views of Roberts and Kennedy are likely to decide the outcome, Kerr said in an interview Thursday. "I don't think anyone knows. I'm not sure Justice Kennedy knows."

No one's vote counts more than the others', but because they speak in order of seniority, it will become clear fairly quickly what will become of the health care overhaul.

That's because Roberts speaks first, followed by Scalia, then Kennedy. If the three men hold a common view, the Obama health care overhaul probably is history. If they don't, it probably survives.

If Roberts is in the majority, he will assign the main opinion, and in a case of this importance, he may well write it himself, several former law clerks said. If Roberts is a dissenter, the senior justice in the majority assigns the opinion.

The court won't issue its ruling in a case until drafts of majority opinions and any dissents have circulated among the justices, changes have been suggested and either accepted or rejected.

"These justices aren't locked in. Minds have changed during the drafting process and minds have changed after opinions have been circulated," said Rick Garnett, associate dean and professor of law at Notre Dame Law School who worked for Rehnquist 15 years ago.

In one celebrated case decided in 1992, Rehnquist initially assigned Kennedy to write a majority opinion for five justices allowing prayers at public school graduations. In the end, Kennedy ended up writing the opinion for a different five-justice majority striking down the graduation prayers. According to several accounts, Kennedy simply changed his mind during the writing process.

No one will know precisely when decisions on particular cases will be coming, until perhaps Roberts ends a court session in late June by announcing the next meeting will be the last until October. Then it's a safe bet that whatever hasn't been decided will be on the last day. And decisions in the biggest cases very often aren't announced until that last day of the term.

Supreme Court opinions rarely find their way to the public before they are read in the marble courtroom, although the court inadvertently posted opinions and orders on its website about a half hour too soon in December.

The last apparent security breach occurred more than 30 years ago when Tim O'Brien, then a reporter for ABC News, informed viewers that the court planned to issue a particular opinion the following day. Chief Justice Warren Burger accused an employee in the printing shop of tipping O'Brien and had the employee transferred to a different job.

Sometimes, though, the justices themselves manage to let people know something big is coming.

On May 17, 1954, the attorney general, secretary of state and Nina Warren, wife of the chief justice, were in the courtroom when Earl Warren read the historic, unanimous opinion in Brown v. Board of Education outlawing school segregation.

[writing|process] Talking about doing it, and a return of the ?hand of cards? theory

Yesterday I guest taught at Travis Heermann?s literature of science fiction class at the University of Nebraska at Omaha. That was a lot of fun. I gave a very short lecture about alternate history, then we did a bit over an hour of open q-and-a. Though I do wonder when the college kids got so young?

This was a literature class, not a creative writing class, but there were a fair number of craft questions. About a third of the students are aspiring writers, so that makes sense. This got me thinking once more about the ?hand of cards? theory, which I have previously discussed here: [?jlake.com | LiveJournal?] and elsewhere.

Basically, the ?hand of cards? is the idea that all writers start out with a more or less random assortment strengths and talents. ([info]matociquala calls this ?the box it came in?.) Much like a poker deal, this could be a weak hand, a mixed hand, or, rarely, a strong hand. As we work to improve our skills and achieve publication, we upgrade our low cards one at a time, switching focus as we go along.

What I?ve never quite done is pinned down what those cards might be. The suits, as it were. I?m pretty sure we?ve had this discussion before, but I can?t find it right now, so here I throw out some ideas, and ask you guys to comment or contribute your own.

Cameron: Earth's deepest spot desolate, foreboding

WASHINGTON (AP) ? The last frontier on Earth is out-of-this-world, desolate, foreboding, and moon-like, James Cameron said after diving to the deepest part of the ocean.

And he loved it.

Cameron, who knows a little about alien worlds having made the movie "Avatar," said when he got to this strange cold, dark place 7 miles below the western Pacific Ocean that only two other men have been to, there was one thing he promised to himself: He wanted to drink in how unusual it is.

He didn't do that when he first dove to the watery grave of the Titanic, and Apollo astronauts have said they never had time to savor where they were.

"There had to be a moment where I just stopped, and took it in, and said, 'This is where I am; I'm at the bottom of the ocean, the deepest place on Earth. What does that mean?'" Cameron told reporters during a Monday conference call after spending three hours at the bottom of the Mariana Trench, nearly 7 miles down.

"I just sat there looking out the window, looking at this barren, desolate lunar plain, appreciating," Cameron said.

He also realized how alone he was, with that much water above him.

"It's really the sense of isolation, more than anything, realizing how tiny you are down in this big vast black unknown and unexplored place," Cameron said.

Cameron said he had hoped to see some strange deep sea monster like a creature that would excite the storyteller in him and seem like out of his movies, but he didn't.

He didn't see tracks of animals on the sea floor as he did when he dove more than 5 miles deep weeks ago. All he saw were voracious shrimp-like critters that weren't bigger than an inch.

But that was OK, he said, it was all about exploration, science and discovery. He is the only person to dive there solo, using a sub he helped design. He is the first person to reach that depth ? 35,576 feet ? since it was initially explored in 1960.

He spent more than three hours at the bottom, longer than the 20 minutes Don Walsh and Jacques Piccard spent in the only other visit 52 years ago. But it was less than the six hours he had hoped. He said he would return.

"I see this as the beginning," Cameron said. "It's not a one-time deal and then moving on. This is the beginning of opening up this new frontier."

"To me, the story is in the people in their quest and curiosity and their attempt to understand," Cameron said.

He spent time filming the Mariana Trench, which is about 200 miles southwest of the Pacific island of Guam. The trip down to the deepest point took two hours and 36 minutes, starting Sunday afternoon U.S. East Coast time.

His return aboard his 12-ton, lime-green sub called Deepsea Challenger was a "faster-than-expected 70-minute ascent," according to National Geographic, which sponsored the expedition. Cameron is a National Geographic explorer-in-residence.

The only thing that went wrong was the hydraulics on the system to collect rocks and critters to bring them back to land. Just as he was about to collect his first sample, a leak in the hydraulic fluid sprayed into the water and he couldn't bring anything back.

When Cameron climbed into his sub, it was warm because it was near the equator and his cramped vehicle ? his head hit one end and his feet the other ? was toasty because of the heat given off by electronics. It felt "like a sauna" with temperatures of more than 100 degrees Fahrenheit, he said.

But as he plunged into the deep, the temperature outside the sub dropped to around 36 degrees, he said.

The pressure on the sub was immense ? comparable to three SUVs resting on a toe. The super-strong sub shrank three inches under that pressure, Cameron said.

"It's a very weird environment," Cameron said. "I can't say it's very comfortable. And you can't stretch out."

Court clears way for rescue pact for Detroit

DETROIT (Reuters) - Michigan's Court of Appeals has cleared the way for a team appointed by the governor to come up with a consent deal to keep afloat Detroit, America's historic "Motor City," which could run out of money in months.

The pressure on Detroit is intense. Monday is the deadline for Governor Rick Snyder's team to recommend what to do to fix the dire financial situation for Michigan's largest city, long synonymous with the U.S.-based auto industry.

Detroit and the state of Michigan have been negotiating to try to stave off the appointment of an emergency manager for the nearly bankrupt city.

Those talks, which continued on Saturday, were given a boost when the court late on Friday reversed an order from earlier in the week that questioned whether the team could meet in private and barred it from issuing a recommendation until a hearing set for Thursday.

Also on Saturday, Detroit Mayor Dave Bing had successful surgery to repair a perforation of his intestines and designated his chief of staff as acting mayor while he recovers.

A spokesman for the city said Bing, 68, was resting comfortably and was still involved in talks to reach the consent agreement.

Detroit's finances have been crumbling due to a steep population drop, sinking revenue and a huge debt load.

The city has faced hard times for decades. Detroit was home to nearly 1.9 million people in the 1950s, but now has a population of about 714,000, shrinking its revenue base. With the U.S. auto industry's contraction, the city lost 25 percent of its population between 2000 and 2010.

Once the recommendations are issued, Snyder has 10 days to act. The 10-member team, which includes state Treasurer Andy Dillon, is slated to meet on Monday afternoon.

If a consent agreement is not reached, the state could cut off revenue-sharing funds or appoint an outside emergency manager to run Detroit.

A spokeswoman for Snyder said the administration was "thankful" the appeals court had allowed the review team to work toward a resolution of the financial crisis.

"Resolving this crisis in a timely matter is crucial for the residents of Detroit," Geralyn Lasher, Snyder's spokeswoman, said in a statement.

Snyder has said repeatedly he does not favor the option of appointing an emergency manager for Detroit.

Bing, who is expected to remain in the hospital for five to seven days, can resume limited administrative duties as early as Sunday, a city spokesman said.

OPPONENTS OF STATE TAKEOVER

Opponents of any kind of state takeover of the city were disappointed.

"We obviously are still very, very concerned about state occupation of Detroit," Rainbow Push Detroit President Reverend D. Alexander Bullock said. "I'm worried that now there will be a top-down, paternalistic approach to public policy that will displace the democratic process."

Andrew Paterson, an attorney for Robert Davis, a local school board member and union activist who challenged the financial review team in court, said, "We will review this hastily issued order and will be considering our legal strategy."

Detroit's long-term liabilities are estimated to top $12 billion, while the city's annual budget is put at about $3.1 billion.

Both Fitch Ratings and Moody's Investor's Service slashed the city's ratings and said more cuts were possible as the city and the state of Michigan struggle to agree on a plan to keep the city from running out of cash.

On Friday, roughly half of Detroit's unionized public employees accepted pay cuts and other concessions to save $68 million a year, actions a spokesman for Snyder said did not go far enough to address the city's long- and short-term troubles.

The agreements announced on Friday did not include Detroit's police and fire unions, which also had tentative deals.

Army switches on custom mobile app store

The US Army acted on long-term plans Friday and opened its custom mobile app store in prototype form. The Army Software Marketplace [iOS device required] is currently serving those who have their own iPhones, iPod touch players, and iPads a dozen training apps safe to use in Common Operating Environment levels of security. Among the examples are the Blue Book for beginning soldiers, the Social Media Handbook for sharing details, and other basics.

The Marketplace's is both to provide a single stop for relevant, Army-approved information and tools as well as encourage a closer link between Army-friendly app developers and the soldiers themselves.

Officials hadn't said whether or not iOS apps would be native or web-only. Apple doesn't normally allow native apps outside of the App Store, although the Army could use enterprise permissions to push apps directly to devices greenlit for access. The Army promised both "web-based and downloadable" content.

Despite the company leaning towards Android for official devices, support for Google's platform was coming "soon." BlackBerry and Windows Phone weren't mentioned.

While the effort doesn't cover the most secure environments, it marks a major step in bringing smartphones and tablets into the US military's operations. The force has both wanted to offer some level of accommodation for personal use and, ultimately, to provide help in the field. An expected Android implementation could help troops better report their status in a war zone by providing position, voice, and photos at the same time.

Price war heralds investment banking shake-out

LONDON (Reuters) - Investment banks fighting for survival in a world of stricter regulation and more expensive funding are embroiled in a price war as they battle to hang on to clients.

Some are offering ultra-low prices across a range of their most prominent activities such as equity and debt sales, advice on mergers and acquisition (M&A), and more arcane - but widely used - derivative instruments.

Rivals are left with the choice of following suit and losing money, or sticking to their guns and hoping that the cut-price banks will eventually be forced out of the market.

"The industry doesn't know which way is up from a point of view of competitive prices," said one consultant at a large international accountancy firm.

"It's not hard to figure out what the true cost of pricing is, but to ... unpick what different banks do, with different cost structures and different strategies to win market share or to reposition, is tough," the consultant said.

The conundrum is a sign of how banks are grappling with changes imposed by regulators across the world on a scale not seen since after the Great Depression, which will take the industry many more years to adapt to.

The 2008 crisis has already seen the demise of some of Wall Street's best-known firms, caused hundreds of thousands of jobs to be lost, and sparked the Occupy protest movement, a PR headache bankers are unlikely to shrug off any time soon.

And banks' profits will take another hit when most of the new rules drawn up after the crisis come into effect.

Politicians have put a halt to some of their most lucrative activities, such as betting in capital markets with their own money and designing the complex debt instruments that turned toxic when the sub-prime crisis struck.

They have also told them to set aside more capital for every dollar they lend, and to fund themselves in less risky ways, which will make banking a more expensive business - a cost the industry will inevitably pass on to clients.

But so far, all it has done is cut bank profits to levels seen in staid and safe sectors such as basic resources and utilities, and that do not warrant the high risks in banking. If that doesn't change, investors will lose interest.

Next year, investment banks are expected to show a paltry 6.8 percent return on equity (ROE), an often-used gauge to measure how lucrative an investment is, according to a J.P. Morgan research note issued last week.

They will need to get that number back up to 13 percent, J.P. Morgan said. The long-term average in basic resources and utilities is around 8 percent and 12 percent respectively, according to a recent Citigroup note.

PRICES DROP

Almost five years after the start of the crisis, the banking industry is still bloated from its heady days before 2007, and banks are crowding each other out in capital markets, from where only a few have made a full-scale retreat.

It means professional clients can pick and choose the cheapest banks, and prices are going down - not up as they should if banks want to generate the higher profits needed to cope with the tougher new regulatory regimes.

"There is overcapacity and people are competing on price to stay in business," said one senior investment banker at a large institution, who declined to be identified so as not to disclose sensitive information to competitors.

The banker described how his bank came out last in an auction among eight investment banks to sell a high-yield bond for a client who had earlier sold $1 billion worth of debt for a fee of 1.75 percent, or 175 basis points.

The client planned to sell more debt worth $3 billion, and sought a lower fee because the issue was bigger.

"Only two months later, they priced it and it was going from 175 to 50 bps (basis points), which is dramatic. We came (down) by at least 25 bps and we were told you're eight out of eight."

The fee would almost certainly have been less than the cost of funding for the bank that won the mandate, making it probable that it was entering a loss-making deal.

Banks' funding costs, which can be estimated by looking at the cost of insuring their debt against default, range from some 110 basis points for the safest European banks, to far higher levels for those deemed weaker.

One area where banks have stopped undercharging is lending to corporates. German companies, for instance, are borrowing through credit lines at 40 bps.

That is still well below banks' own funding costs, but the lenders say they make up the gap by winning other more profitable business from customers, a practice that has long been the norm in the loans market.

But other areas lag.

"The banks at this point effectively are feeding a lot of uneconomic activity and they do need to stop it. But it's quite a big change," said a chief risk officer at a large international investment bank.

The picture is further complicated by the fact that the European Central Bank has inundated banks with virtually unlimited funds, through two tenders of three-year money worth a total of 1 trillion euros ($1.32 trillion).

The measures, taken at the height of the euro zone debt crisis when markets priced in the chance a European bank might go under, enable banks to postpone painful decisions about which business lines they need to scrap.

"All the ECB manages to do, is to calm down liquidity fears, rather than (triggering) the banks to push the cash back into the market," the chief risk officer said.

Britain's RBS is one of the few banks to have announced a full-scale retreat from much of its investment banking activities, and Switzerland's UBS - plagued by a series of mishaps - is another.

In its recent note, J.P. Morgan said there was only room for a handful of top-tier players in investment banking across the world, and that the other companies would be smaller specialists in a niche or a region.

With at least 10 investment banks vying for one of the top spots, that scenario means a shake-out is inevitable.

APNewsBreak: Myanmar invites US election monitors

YANGON, Myanmar (AP) ? Myanmar has invited the U.S. and European Union to send observers to monitor April elections, an American official said Wednesday, a first for the long-isolated country seeking to convince the West to lift crippling sanctions.

Myanmar's government has not yet announced that it will allow international monitors into the country, but word has leaked out from around the world.

The 10-nation Association of Southeast Asian Nations said in a statement Tuesday that Myanmar had invited its neighboring countries to send a five-member delegation along with two parliamentarians and media representatives from each country.

On Wednesday, the U.S. Embassy in Yangon said the invitation had also been extended to Washington and the European Union, which are dialogue partners of ASEAN.

"We are encouraged that the authorities have invited international representatives as observers, including from ASEAN, the EU and the United States," embassy spokeswoman Adrienne Nutzman told The Associated Press. She said an invitation was sent to Washington.

"It's notable that the Burmese government will also allow some journalists from these countries to observe the process, demonstrating increased openness to the foreign media," Nutzman said.

She declined to give details of how many American monitors would be allowed and if the U.S. had accepted the invitation, deferring further comment to Washington.

It was not immediately clear what sort of access would be granted to the observers.

The British Embassy received a note from Myanmar's Ministry of Foreign Affairs saying it could send a representative from the mission to participate in an "observation tour" on election day, said embassy official Joe Fisher.

After half a century of military rule, Myanmar's army ceded power last year to a nominally civilian government. Since then, President Thein Sein has surprised Western governments by making several dramatic changes, including opening up next month's by-elections to the opposition party of Aung San Suu Kyi, releasing hundreds of political prisoners, signing truces with rebel groups and easing restrictions on the media.

But the international community says more progress is needed, including releasing all remaining political prisoners and putting an end to ethnic violence and human rights abuses, which rights groups say continue despite the unprecedented reform campaign.

The U.S., EU and others say the polls will be "a key test" of the government's commitment to reforms.

American officials have called for a free and fair election in April and say the conduct of the by-elections will be a major factor in the West's decision to lift economic sanctions imposed on Myanmar during the military junta's rule.

The April by-election is being held to fill 48 parliamentary seats vacated over the past year.

Suu Kyi, a former political prisoner and 1991 Nobel Peace Prize laureate, is running for one of the seats in parliament and has generated enormous support for her party in a nationwide campaign tour. If Suu Kyi wins her seat, it would give her a voice in government for the first time after decades as the country's iconic opposition leader.

Suu Kyi's National League for Democracy party overwhelmingly won a 1990 general election but the military refused to let it take power.

The opposition party boycotted a 2010 general election, saying the rules were unfair. It agreed to rejoin electoral politics last year when Thein Sein's government began implementing democratic reforms.

Myanmar's former ruling junta had rejected international bids to observe the last two elections, in 2010 and 1990.

Developing nations to name two candidates for World Bank

WASHINGTON (Reuters) - Nigerian Finance Minister Ngozi Okonjo-Iweala and former Colombian Finance Minister Jose Antonio Ocampo are set to be nominated to lead the World Bank, sources with knowledge of emerging market efforts to find candidates said on Tuesday.

The candidacies of Okonjo-Iweala and Ocampo, who have credentials as both economists and diplomats and according to sources the respective backing of Brazil and South Africa, pose a challenge to the United States, whose hold on the top post has never been contested.

But with its majority of votes and the expected support of European countries, the United States is still likely to ensure that another American will succeed Robert Zoellick, who plans to step down when his term expires at the end of June.

Washington has held the presidency since the Bank's founding after World War Two, while a European has always led the International Monetary Fund. It has yet to publicly identify a nominee to succeed Zoellick.

The deadline for submitting nominations is Friday, and the Obama administration has said it will name a candidate by then.

All of the World Bank's 187 members nations have committed to a merit-based process to select Zoellick's successor.

Emerging and developing economies have long talked up their desire to break U.S. and European dominance of the Bretton Woods Institutions, but have until now have failed to build a coalition large enough to change the status quo.

Three sources said Ocampo, currently a professor at Columbia University in New York, would be formally nominated by Brazil.

One source said Okonjo-Iweala could be nominated on Wednesday, while two other sources said it would be Friday.

Nominations will be submitted to the 25-member World Bank board, which has said it will decide on the next president within the next month.

Two sources said Okonjo-Iweala's candidacy had the blessing of Nigerian President Goodluck Jonathan, who convinced her to join his cabinet last year to lend more weight to his reform agenda.

"IMPRESSIVE CREDENTIALS"

The decision to nominate Okonjo-Iweala and Ocampo followed weeks of discussions among emerging and developing countries at the World Bank board including China and India.

Two sources said South Africa's director at the World Bank board, Renosi Mokate, who also represents Nigeria and other English-speaking African countries, personally flew to Abuja to consult with Okonjo-Iweala about her nomination.

"The impressive credentials of both Ocampo and Okonjo-Iweala puts tremendous pressure on the White House to come up with a candidate of at least equivalent standing," said Domenico Lombardi, a former World Bank board official now at the Brookings Institution in Washington.

"This signals a big shift and really reflects a game change," Lombardi added. "This is the first time in history we have a truly contested election."

Okonjo-Iweala, who left the World Bank as managing director last year to become Nigeria's finance minister, and Ocampo, a former U.N. under-secretary for economic and social affairs, will join American economist Jeffrey Sachs, who has the backing of a handful of small countries, on the nomination list.

Sources with knowledge of the administration's thinking say Washington has focused on convincing a woman to enter the race, which could go some way to address calls by emerging market nations for change. A woman has never led the bank.

Susan Rice, the U.S. ambassador to the United Nations, was a leading contender, however, it is not clear she wants the job, sources have said. Former adviser to President Barack Obama, Lawrence Summers, has also been short-listed for the job. He has declined to comment.

U.S. Senator John Kerry and PepsiCo's Indian-born CEO Indra Nooyi also made an Obama administration shortlist, according to a source, although Kerry has publicly ruled out the job and Nooyi is no longer in contention, according to another source.

Sachs has said he aims to challenge with his candidacy what he sees as a history of political appointments by the White House and acknowledges he does not have the support of the Obama administration. He was formally nominated by Bhutan and a grouping of developing countries including East Timor, Jordan, Kenya, Namibia and Malaysia.

Lombardi said the test was whether large emerging economies like China would rally support for Ocampo and Okonjo-Iweala, or in the end vote for a U.S. nominee.

FAILED RALLY AT IMF

Last year, Brazil and China failed to rally around Mexico's central bank chief, Agustin Carstens, for the top post at the IMF, instead favoring former French Finance Minister Christine Lagarde, who now heads the institution.

The United States has insisted that to keep funding flowing from Congress for the World Bank, it is important to retain the presidency.

It is unclear if big emerging nations such as China and India would support a fellow developing nation candidate.

He Fan, deputy director of the institute of world economics and politics at the Chinese Academy of Social Sciences, a top government think-tank, said he thought Beijing would do so.

But Yi Xianrong, an economist at the same institute, said "the most important thing is to have a capable person with energy and expertise...it doesn't matter whether the candidate is?from the United States, Germany or developing countries."

"We need to see whether the candidates'?value standards and judgment are in line with the World Bank's goals. We can increase our influence in the World Bank through increases in our voting rights," Yi added.

A senior Indian government source said it didn't "have any favorites, no probables."

With just two days left, India is not planning to change that position. Asked whether India would support a developing world candidate, the source said, "If it comes up we will decide; let's see."

Puerto Rico votes; GOP candidates battle elsewhere

SAN JUAN, Puerto Rico (AP) ? Conventional wisdom is that Republican front-runner Mitt Romney will clinch the nomination before the national convention in Tampa this summer. But no one sent challenger Rick Santorum that memo.

Santorum is hard-charging ahead in Illinois and Louisiana, trying to tally as many delegates in his column ? and out of Romney's ? as he can going into primaries coming up this week.

With half the states yet to weigh in on the Republican presidential nomination, the question of how likely some serious delegate trading would go on at the national convention in Tampa is being asked more frequently.

Republican National Chairman Reince Priebus insisted Sunday that the Republican Party will have a nominee sooner rather than later. While the committee is making no plans for the nomination vote to go beyond one ballot, rules already are in place should that scenario come to pass.

"We're only at half time," Priebus said on CBS' "Face the Nation." ''I think that this process is going to play itself out. We will have a nominee, I think, fairly soon, one, two months away."

Defying critics and looking back to 2008, Priebus said the rough-and-tumble primary fight is good for the Republican Party.

"Look what happened four years ago. We put America to sleep with our primary four years ago, and Barack Obama and Hillary Clinton nearly gouged each other's eyes out. And what happened? He won."

Front-runner Romney's eye is fixed on the Tampa and clinching the nomination beforehand.

"I can't tell you exactly how the process is going to work," Romney told "Fox News Sunday." ''But I bet I'm going to become the nominee, I sure hope I'm going to become the nominee.

Santorum stopped short Sunday of saying he was pushing for more than one ballot in Tampa, but he pointed to Romney's lack of appeal among the Republican's base of conservative voters despite his well-funded, well-organized campaign.

"Look, this is a primary process where somebody had a huge advantage, huge money advantage, huge advantage of establishment support, and he hasn't been able to close the deal and even come close to closing the deal," Santorum said on ABC's "This Week." ''That tells you that there's a real flaw there."

On Sunday, Romney and Santorum were campaigning in next-up primary states of Illinois and Louisiana, while Puerto Ricans get their say in picking the GOP's presidential nominee.

Turnout appeared light around the island and officials predicted about 150,000 people would cast ballots in the Republican primary. Among them was Francisco Rodriguez, a 76-year-old pro-statehood architect who was supporting Romney, in part because the former Massachusetts governor had secured the endorsement of Gov. Luis Fortuno and other leading politicians. "He has a stronger connection to Puerto Rico and that will help us in the process of becoming a state."

He had kind words for Santorum, describing him as a "person of faith, a good Catholic," but thinks the former senator hurt himself with his statements that English should be the official language. "In Puerto Rico, we get along fine with both languages," he said.

Puerto Rico's residents cannot vote in general elections, but are set to award 20 delegates in their Sunday Republican primary.

Meanwhile, Romney was hoping to cement his lead in Illinois ahead of Tuesday's primary, with chief rival Santorum in Louisiana ahead of that state's vote on March 24.

Both Santorum and Romney weighed in on Afghanistan as the campaign briefly moved to the Sunday morning talk shows.

Romney said that President Barack Obama has failed in Afghanistan, and he blamed the president for some of the chaos there. Romney told "Fox News Sunday" that the president should have been "more engaged" with military commanders and Afghan President Hamid Karzai.

The former Massachusetts governor has emerged as the only Republican candidate not to question the U.S. commitment in Afghanistan, even as polls show that most Americans want to end it.

On ABC's "This Week" that Santorum said the U.S. should commit to "winning" in the region or get out, echoing comments rival Newt Gingrich made last week.

Romney and Santorum both campaigned in Puerto Rico ahead of the voting.

But Romney dramatically curtailed his trip to the U.S. territory Saturday in favor of spending more time in Illinois, where polls have shown him slightly ahead of Santorum.

At issue in Puerto Rico's primary is the island's political status __ statehood, independence or no change. Puerto Ricans will vote on that in November.

Romney has support from much of the establishment here, including Fortuno, who supports making the island the 51st state. Romney is confident about his prospects for winning many of the island's delegates.

Santorum has said he would support statehood if the November vote were decisive. He also has spent days explaining his comment that English would have to become the island's main language for Puerto Rico to realize statehood. Only a fraction of Puerto Rico's residents speak English fluently.

Puerto Rico's delegates will be split proportionally among the candidates, though if someone wins more than 50 percent of the vote they'll sweep them all.
